Despite the Emancipation Proclamation being in effect for over two years, enforcement was slow and inconsistent in some regions, particularly in the Confederate South. Texas, being relatively remote and with a smaller Union presence, was one of the last states to hear the news. When General Granger issued General Order No. 3 on June 19, 1865, it signified the end of slavery in the United States.
